2007, ONGOING - LOCAL 1458 UNION MEMBERSHIP ADDRESS UPDATE
All Local 1458 Union Members are requested to immediately notify Local 1458 of their current mailing address, so the Local can mail them important notices and future nomination/election notices. Members must mail or fax a letter containing their current mailing address to: Local 1458, c/o B. Rodriguez, 12630 NW 22 Court, Miami, FL 33167, or FAX their letter (under signature) to Local 1458 at (786)419-4877. Thank you!
Update 4/27/08. Members voted to have ICE members split off from Local 1458 and form their own ICE Local, and for Local1 458 to split its funds 50%-50% with the new ICE Local upon formation.

URGENT - Special Call Meeting
Date: Saturday. April 26, 2008; Time: 10:00 am

Local 1458 is holding a special call meeting to vote on two items presented to the Local President, as noted below. The first item is to vote on whether ICE members should break away from Local 1458 and form their own ICE Local, leaving Local 1458 to be a CIS Local. The second item is whether – if the ICE-only local is formed -- Local 1458 should split all funds not committed to other expenses 50% - 50% with the new ICE Local.
Members who cannot appear at this Special Call meeting may vote by secret mail ballot. To vote by secret mail ballot, you must:
1. Check off your votes below. (Do NOT place your name or signature on this ballot.)
2. Fold up this paper ballot and put it in plain white envelope (inner envelope). (Do NOT place your name or signature on this inner envelope.)
3. Place the plain white envelope inside an outer envelope. On the outer envelope, place your name and personal mailing address in the upper left hand corner. Address the envelope to : Cynthia Kohlmeier-Parker, EVP, Local 1458 Ballot, PO Box 771720, Miami, FL 33177.
4. Place proper postage on your outer envelope and mail to Cynthia Kohlmeier-Parker so that it is RECEIVED by her by no later than April 25 , 2008. (Note: Mail generally takes at least 3 mail days from the Carolinas and PR/USVI.)

Delegate Election Notice for Local 1458 -- Attendance at the AFGE 5th District Caucus (May 2008)
I, Patricia Spafford, Local 1458 Election Committee Chair, hereby announce that based on a Special Call Meeting and Delegate Nomination Meeting held on February 23, 2008 at 7880 Biscayne Blvd, 1st floor, Miami, FL 33138, Local 1458 members voted to not be represented by Local 1458 delegates at the AFGE 5th District Caucus; instead, members voted to be represented by a proxy delegate.
Further, the only proxy delegate nominated by members of Local 1458 to serve as Local 1458’s proxy delegate at the AFGE 5th District Caucus, May 2008, was Janet Winghart, Local 2014, 6107 NW 20 Ct, Margate, FL 33063.
Based on the fact that all Local 1458 automatic delegates’ terms of office have expired, and based upon membership votes and nomination, I hereby declare Janet Winghart, Local 2014, 6107 NW 20 Ct., Margate, FL 33063 elected by acclamation to be the Local 1458 proxy delegate to the AFGE 5th District Caucus (May 2008).
Any election protests must be made in writing and received at the below PO Box no later than 10 days from today’s date.

This special meeting has been called in order for members to vote:
(1)
Whether the Local will be represented by its own delegates, alternate delegates OR bya proxy delegate at the AFGE National District 5 Caucus (Elections), May 18-24, 2008.
(2)
Whether to fund Local 1458 delegates to attend and the funding amount(s), if the Localwill be represented by its own delegate(s) or alternate delegate(s) and not by a proxy
delegate.
(3)
Whether the Local will elect delegates up to its full compliment (4 delegates). (Note: AllLocal 1458 automatic delegates by virtue of office have expired terms of office.)
Qualifications to vote on funding and/or to nominate delegates or a proxy delegate:
The voting and/or nominating member must be a member of Local 1458 in good standing (current
on dues payment or have filed a properly completed and signed SF-1187 with a Local 1458
official) as of the date of their vote/nomination.
Qualifications to serve as a Local 1458 delegate or alternate delegate:
To be eligible to serve as a Local 1458 delegate or alternate delegate at the District 5 Caucus
(Elections), the member must: (a) be a member of an AFGE Local for one year immediately
preceding the closing of the nomination process; (b) be a member in good standing, and (c) must
not be a member of any union not associated with the AFL-CIO.
Self-nominations are allowed.All nominations must be accepted by the nominated person at this meeting, or in writing.
Proxy Delegate Qualifications:
Members may choose for Local 1458 to be represented by a proxy delegate (only), instead of
Local 1458 delegate(s), and may nominate a proxy delegate.
(If a proxy is nominated, theproxy’s home local funds their travel, not Local 1458.) The proxy delegate must be a
delegate from another AFGE Local (other than Local 1458), in good standing. A proxy delegate
must be nominated
by name and by the proxy’s home Local number, and the proxy delegatemust also accept the nomination at the meeting or in writing (pursuant to the procedures below).
Local 1458 members who unavoidably cannot attend this meeting may (a) cast their specific votes,
(b) cast their nomination(s), and/or (c) accept nomination, in writing, under signature and mail such to:

acceptances of nomination MUST BE RECEIVED by NLT 4:00 p.m. Friday, February 22, 2008.
After this nomination meeting closes, should an election be required because the members

both a proxy delegate and local delegates, OR the members nominated more delegatesthan its compliment (4), the Local’s bylaws require that an election be conducted by mail ballot
(allowing at least 15 days for return of the ballot). If this occurs, a notice will be mailed to all members.

AFGE Local 458 Delegate Election Results – Posted December 15, 2007
Based on the Special Call meeting of December 15, 2007, 10:00 am, 7880 Biscayne Blvd, Miami, Florida, 33138 only two members were nominated (and accepted the nominations) to serve as Local 1458 delegates to the upcoming 2008 National CIS Council 119 Annual Business Meeting: Bridgette Rodriguez and Mary Ginchereau.
(Bridgette Rodriguez nominated herself and accepted the nomination in writing, which was received at the PO Box prior to the Dec 14, 2007 deadline, and Mary Ginchereau nominated herself and accepted that nomination at this special call nomination meeting.)
Both have been members in good standing of an AFGE Local for more than one year preceding their nomination, both work in (and have worked in) CIS for more than one year preceding their nomination, both have not been members of any other union other than AFGE, and both qualify to serve as Local 1458 delegates.
In that Local 1458 is entitled to three delegates, total, and only two delegates were nominated and accepted, there is no need for an election.
Therefore, I announce that Bridgette Rodriguez and Mary Ginchereau are hereby elected, by acclamation, to be Local 1458 delegates to the 2008 National CIS Council 119 Annual Business Meeting.
Any election protests must be in writing and filed within 10 days of the date of this notice at the PO Box noted below.

This meeting has been called to order in order to:
(1) Vote to determine whether Local 1458 will fund separate CIS delegates to attend the upcoming 2008 CIS Council 119 Annual Business Meeting, and the amount of that funding. (All Local 1458 CIS members may vote.)
(2) Nominate up to three (3) CIS Local 1458 delegates OR nominate just one (1) Proxy delegate (from another Local) to attend the CIS Council 119 Annual Business Meeting. (Note: All Local 1458 automatic delegates by virtue of office have expired terms of office.)
Local 1458 members attending this meeting must bring photo ID/drivers license in order to enter the facility.
Qualifications to vote on funding agenda item:
To vote on the funding agenda item, the member must be a member of Local 1458 in good standing (current on dues payment or have filed a properly completed and signed SF-1187 with a Local 1458 official) as of/prior to voting.
Qualifications to cast nominations:
To nominate a delegate to serve at the CIS Council 119 Annual Business Meeting, the moving member who nominates (a) must currently be working in or retired from CIS or its predecessor agency and (b) must be a member in good standing of Local 1458 (current on dues payment or have filed a properly completed and signed SF-1187 with a Local 1458 official) as of/prior to nominating. Self-nominations are allowed.
Qualifications to accept nominations:
To accept a nomination to serve as a Local 1458 delegate at the 2008 CIS Council 119 Annual Business Meeting, the accepting nominee must: (a) currently be working in (or retired from) CIS or its predecessor agency, (b) a member in good standing of an AFGE Local for one year prior to the date of nomination, and (c) must not be a member of any union not associated with the AFL-CIO.
Proxy Delegates and Qualifications:
CIS Members may choose for Local 1458 to be represented by a proxy delegate (only) at the CIS Council 119 Annual Business Meeting, instead of Local 1458 delegate(s), and may nominate a proxy delegate. The proxy delegate must be a delegate from another Local (other than Local 1458), in good standing and currently working in or retired from CIS or its predecessor agency. A proxy delegate must be nominated by name and by the proxy’s home Local number and to serve as a proxy delegate at the CIS Council 119 Annual Business Meeting, must be currently working in or retired from CIS or its predecessor agency.
Local 1458 members who unavoidably cannot attend this meeting may (a) cast their specific funding votes, (b) cast their nomination(s), and/or (c) accept nomination, in writing, under signature, and fax such to the special EC fax number of 1-206-984-4457 by NLT 4:00 p.m., Friday, December 14, 2007. Remember to provide your name, mailing address, and Membership number or Social Security number on your letter.
